SAHO, CUPE, SGEU & SEIU-West Common Table Bargaining Update December 10, 2025

SAHO met with the three Provider Unions - CUPE, SEIU-West and SGEU – in Saskatoon from December 1-5, 2025.

During the session, negotiations at individual and common tables proceeded concurrently.

  • Individual table negotiations resulted in agreement on articles at both the SEIU-West and CUPE tables. SAHO and SGEU did not meet for individual table negotiations, as the outstanding SGEU-specific proposals are contingent on the outcome of common table negotiations. 
  • Common table negotiations are utilizing a solutions-based process, where the parties engage in open discussion and mutual problem solving to find agreement on remaining issues. During this most recent session, agreement was reached on the Employee Family Assistance Program (EFAP) and provincial joint committees. Discussions continued on job postings, filling of vacancies, letters of appointment and the portability of seniority and benefits. Although these discussions did not yield agreement, they were very forthcoming and will be continued at a future session.
  • The parties were not able to reach an agreement at the common table on recognition of the Truth and Reconciliation Calls to Action. SAHO’s proposals remain on the table in the hope that further discussions will result in progress.

The proposals that SAHO has brought to the common table offer real benefits to members of the Provider Unions. These proposals address current jurisdictional constraints in the SHA that create barriers to employee recruitment and retention - especially in rural areas – and which also severely limit the ability to serve patients effectively and efficiently. SAHO’s proposals ensure that employees in the 300 plus common classifications maintain internal equity and benefit equally in the opportunities that come with a provincial health employer, without interfering with union jurisdiction or membership. These benefits apply to the SHA as well as Affiliate employers.

Before this December session concluded, the parties agreed to additional bargaining dates in 2026. Over the next five months, 42 days of negotiations have been scheduled, with meetings occurring every second week whenever possible. SAHO remains committed to achieving a negotiated settlement to these collective agreements.

The next bargaining session is scheduled for December 15-19, 2025, in Regina.
