Joy Vanstone, Director, SAHO

Joy Vanstone
Executive Director, Financial Services Branch, Ministry of Health, Government of Saskatchewan

Joy Vanstone has worked in the Provincial Public Service for over 20 years.  She has worked in various roles throughout Executive Government in Ministries including Health, Social Services and Finance. Since 2019, Joy has held the role of Executive Director of Financial Services Branch within the Ministry of Health. 

Joy holds a master’s degree and a bachelor’s in Economics (Honours) from the University of Saskatchewan.  She is passionate about policy, leadership and accountability in the public service and specifically in the Saskatchewan health system. Supporting people and systems to increase effective delivery of public services is the reason she enjoys her current role and is happy to serve on SAHO’s board since 2022. 


Mike Northcott, Director, SAHO

Mike Northcott
Chief Human Resources Officer, Saskatchewan Health Authority

Mike Northcott has served in various leadership positions in health care in Saskatchewan and Alberta. Since 2007, Mike has played a key role in the strategic direction of human resources in Saskatchewan. As part of the Health Care Restructuring Transition Team, he was awarded the Premier’s Award for Excellence in the Public Sector Award (2018) and the Institute of Public Administration of Canada (IPAC) Public Sector Excellence Awards (Silver Winner, 2019). Since 2017, Mike has held the role of Saskatchewan Health Authority’s Chief Human Resources Officer.

Mike holds a Masters of Human Resources Management from the University of Regina, as well as a Bachelor of Science Kinesiology Degree and a Bachelor of Commerce, both from the University of Saskatchewan. He is passionate about leadership and is a graduate of the Saskatchewan Leadership Program, the Queens Leadership Program and is a certified Lean Leader. He believes that the most important job of a leader is developing more leaders.
